Personally, I'm starting to think that it would be a good approach to 'wrap'
all pictorial matter in FO in SVG, giving the ability to rotate pictures
where desired. That is, any bitmaps live inside SVG, which then lives in FO.
Of course, that brings up problems relating to margin and padding of a rotated
'object', as assumed from FO, and as now represented by an SVG-embedded
picture within an FO area.
