I am using FOP 0.20.3
I do see the dagger symbol (†) in the xml file (using nodepad). Once I apply the syle sheet † becomes ⤢, and in PDF † is #. I realize that † is not present in iso-8859-1. There are other characters I am using are in iso-8859-1(such as ± ).
How can I make this happen?

Probably font your fo processor uses to output that chracter doesn't
have such glyph. Which fo processor are you using and which font?
