After I post this I've found the answer :)
I'd just to include the <xsl:apply-templates select="BLOCK"/> inside the
when clause

  <xsl:when test="./BLOCK">
   <xsl:apply-templates select="BLOCK"/>
  </xsl:when>
  <xsl:otherwise>
   <xsl:call-template name="BookHeader"/>
   <xsl:apply-templates select="BOOK[not (@destaque=-1)]"/>
  </xsl:otherwise>
 </xsl:choose>
...

 <xsl:template match="BLOCK">
  <xsl:call-template name="Title"/>
  <xsl:apply-templates select="BOOK"/>
 </xsl:template>

One last question. is there a way to get the value of an attribute from
another?
i.e., <BLOCK title="{BOOK/Author@name}">
would get the value of BOOK/Author@name instead of the string
"{BOOK/Author@name}"
This doesn't work, but is there a way to do this?
