outputing a DOCTYPE instruction

How can I output an instruction at the very top of a generated page? I want
to output this:
<!DOCTYPE foo SYSTEM "bar.dtd">
but I cannot seem to figure out how to do it. I keep getting errors from
the processor. I tried using xsl:text but no luck.
