weird think with saxon

Hi all,
I just meet strange problem. I was doing some stylesheet and I decided to
test it with Saxon (otherwise I use Xalan and MSXML),
and the Saxon didn't work so was reducing the input xml and stylesheet to
find out where the error is and I ended up with
the following input:
<?xml version="1.0" encoding="UTF-8"?>
<POC>
<return_to_sender>something to return</return_to_sender>
<testevent counter="34" day="4" hour="18" min="28" month
="1" sec="34" year="2002">
test
</testevent>
</POC>
and stylesheet:
<?xml version="1.0"?>
<xsl:stylesheet version="1.0" xmlns:xsl
="http://www.w3.org/1999/XSL/Transform">
<xsl:output indent="yes" />
<xsl:template match="/">
first template called
<xsl:apply-templates select="POC" />
</xsl:template>
<xsl:template match="POC">
second template called
<xsl:apply-templates select="testevent" />
</xsl:template>
<xsl:template match="testevent">
<ADT_A01>
what's wrong?
</ADT_A01>
</xsl:template>
</xsl:stylesheet>
it should get (Xalan and MSXMl does so) result like:
<?xml version="1.0" encoding="UTF-16"?>
first template called

what's wrong?

but with Saxon I got only:
<?xml version="1.0" encoding="utf-8"?>
first template called
Is there something wrong with me(Xalan and MSXML) or with Saxon?
