You need to declare the msxsl namespace in your xsl:stylesheet
element:
<xsl:stylesheet version="1.0"
xmlns:xsl="http://www.w3.org/1999/XSL/Transform"
xmlns:msxsl="urn:schemas-microsoft-com:xslt">
...
</xsl:stylesheet>
