The pure XPath solution is the shortest but not necessarily the fastest:
actor[not(@id > ../actor/@id)]
This returns those actors whose id values are not (greater than the id value
of some other actor).
Other solutions including sorting into ascending order and taking the first,
or using a recursive named template: but you asked for a single XPath
expression.
