You need to declare the parameter at the top level of the stylesheet
(i.e. as a child of the xsl:stylesheet element, at the same level as
the xsl:template elements) using the xsl:param element:
<xsl:param name="Group" />
You can use the xsl:param element to set the default for the parameter
as well, using the select attribute to set it to a boolean, number,
string or node set, or its content to set it to a result tree
fragment. Given you're passing it from the command line, you probably
want to set it to a string, for example:
<xsl:param name="Group" select="'default'" />
