I just explained how you could get that using the text output method.
If you use the text output method then the &lt;! in your styesheet
will be output as <! If you use the html or xml output methods it will
be output as &lt;!.

Your saying that  <!NameFunction="Save"> is "html source" does not make it so.
The file you are trying to create is not html. If you give such a file
to any html parser it should reject it. Conversly if there is a program
on your Palm that accepts such files, then that program is not an HTML
system. XSLT can create these files for you, but not using the html
output method (or at least not without abusing teh html output method
using the disable-output encoding feature)
