Hi Adam,
How about checking the box in the xslt based on the value you want to test
against.

<td class="OFFICElabel">Can Dial</td>
<td class="OFFICEaddress">
<xsl:choose>
<xsl:when test="Xpath/to/checkbox = '1'">
<INPUT type="checkbox" name="Can_Dial"/>
</xsl:when>
<xsl:otherwise>
<INPUT type="checkbox" name="Can_Dial"/>
</xsl:otherwise>
</xsl:choose>
</td>
<xsl:apply-templates select="/page/Building/Can_Dial/>
</tr>
