Does this mean that the main difference between the templates is the
text content they include, i.e. you are using them more like
word-processor "templates" than tree-transformation devices? If so, it
might be useful to think instead of a single parameter or mode-driven
xsl template that selected different text content from an external xml
document using <xsl:document>
