It's just an element called 'para', that looks like:
<para>...</para>
Quite a few XML vocabularies use an element called 'para' to indicate
paragraphs, DocBook among them, but, just like any other element in
XML, it doesn't have any particular significance aside from in
applications targetted to those vocabularies - in the reply you quote,
I was only talking about it because Mohammed uses it in his XML
source.
