If you are not using the standard processor that comes with Internet
Explorer, then the xsl namespace is wrong. It needs to be
xmlns:xsl="http://www.w3.org/1999/XSL/Transform
Aside from that, you don't have any template that matches the root of the
document. So there is nothing for your template to work on.
You need to have a template that matches the root element ('/') or the
top-level named element (/ROOT in your example):
<xsl:template match='/ROOT'/>
...
</xsl:template>
