Yes because it's not legal.

You can't have a < in an XML attribute (although you can in SGML (hence
HTML) in some situtaions). In th estylesheet (at least) that needs to
be <
You can't have a literal " in an attribute value if you've used " to
surround that value. You need to use ' or "
Spaces in URL's need quoting as %20
