The for-each is making the current node be Nummer.AZ nodes, but then
the value-of is trying to select Nummer.AZ children of the current
node.
I think you want

<td><p align="justify"><xsl:value-of select="Nummer.Satz"/></p></td>
</tr>
<xsl:for-each select="Nummer.Satz[position() > 1]">

<td><p align="justify"><xsl:value-of select="."/></p></td>
</tr>
</xsl:for-each>
</table>
</xsl:template>
