Hi James,
Try these block attributes: keep-together, keep-with-next or keep-with-previous. I'm not sure what the possible values are.
I haven't found many XSL FO sites out there, but check out:

http://www.zvon.org/xxl/xslfoReference/Output/index.html - this matches the w3c spec
http://www.ibiblio.org/xml/books/bible/updates/15.html - if it's up (it wasn't just then)
http://www.renderx.com - this has some useful information, though commercial
