Sorry, I was wrong: fo:simple-page-master cannot accept background properties.
You can only specify them on single regions - fo:region-* - inside
simple-page-master. So, the only option for forcing a background image to occupy
the whole page is to set zero margins on both fo:fo:region-body. This  does not
depend on XEP - it's the spec that says so.
