That was me. In the reply that David gave, it occured to me that I was
wrong. Of course I didn't mean that the DTD was specifying a character
encoding, but my XML document was, and by using xsl:output, I achieved
exactly what I needed. Thanks David and all the others who kindly helped
me on this!
