TR/WD-xsl is Microsoft's 1998 implementation of something close to an early working draft of XSLT. XSL/Transform is standard XSLT 1.0, or in Microsoft's case, most of XSLT 1.0. They are different dialects, you can't mix them. Use WD-xsl only if you have some compelling need to use a rather primitive, obsolescent, poorly-documented language that happens to run on several million desktops.
