Why not adding something like:
<xsl:template match="*">
<xsl:element name="{name()}">
<xsl:copy-of select="@*"/>
<xsl:apply-templates select="node()"/>
</xsl:element>
</xsl:template>
This should copy any 'unknown' tag as-is ( with attributes ).
If you are concerned about mistypings e t.c. you can do more
sophisticated match="tag | tag1 | .." ( and then
add match="*" to report : "Bad tag".)
