David's explanation is sufficient but he failed to mention the word
'axis' for some reason.

A concise but not always accurate reading would be

  ...an element that is 'along the ancestor-or-self axis', which means
  'is a member of the "ancestor-or-self" set of nodes'

* has a more specific meaning, though. It's not always an element,
and there are namespace issues.
