I have used a recusive named template to produce `n' characters (space)
in my example (for use in laying out the entity declarations in the
MathML DTD (which is generated by XSL) nicely. However if the number
of characters you need isn't that large, as in my case, I decided
doing it that way was dull and instead now do

<xsl:variable name="x"
select="'00000000000000000000000000000000000000'"/>

....

<xsl:value-of select="substring($x,1,2)"/>

> For this particular case, the text must be only two characters.

Here I'd just do

<xsl:template match="FOO">
  <xsl:if test=". &lt; 10">0</xsl:if>
  <xsl:value-of select="."/>
</xsl:template>
