The problem is in your template for ROW.

I don't understand why you have put an <xsl:apply-templates/> in here as I
assume that ROW is the lowest level element. If so then what you need is:
<xsl:template match="ROW">
<INPUT TYPE="RADIO" NAME="category" VALUE="{.}"/><xsl:value-of
select="."/>
</xsl:template>
