Sure, just use an XSL stylesheet. :)
The basic idea is that XSL is XML, and XSL can create XML trees.

Invent LML (layout markup language), write a stylesheet that
creates XSL from LML and you are done. You could of course also
just store XSL stylesheets in the database.
