Yes. I plan on checking whether any games use this table tonight.
If none (or very few) do, then I am strongly tempted to rename it
to 'occupant-multiplies-speed', as well as adding the
'occupant-adds-speed' table, per your suggestion below.
I'll have to see if Xconq can parse negative percent values. If it
can, then I will allow the new 'occupant-adds-speed' table to
range from TABLO to TABHI, since negative percentages could be
useful for representing a transport being encumbered by occupants.

Sure. Just to be clear, I wasn't suggesting that we replace one
table with a different new one.
