Ouch. If so, then it would probably be my doing.
I think that some of these refusals to move have to do with units
finding transports that they want to use, but which are not so
near.
For example, I recently had an Armor in Standard when I was
testing the fix that I checked in a few days ago. I told it to
move to another peninsula on the same island. It moved one cell
towards the coast, and then did nothing. I brought over the
closest transport. The Armor boarded the transport. I moved the
transport to the other peninsula. The Armor disembarked and moved
to its final destination.
So, if anything, I think that waiting for transports may be
clogging things up in some cases. Again, I think part of the
answer is range-limit the search for available transports.
