movement out of transports working again

The bug that I reported at
http://sources.redhat.com/ml/xconq7/2003/msg00960.html now seems to be
fixed.  On my test case, I don't see the problem any more.

Based on looking at the change log, the fix would appear to be:

        Fix very serious movement bug that prevented units from legally 
        disembarking from a transport as part of movement. Thanks to 
        those who reported this bug.
