Precisely. One could also use already-seen instead in most games, including
the standard game. That way, you would know where the enemy cities are, but
not necessarily what is going on over there. One problem with already-seen,
though, is that it only works for units present at the beginning of the
game. So if you use it in advances.g you will see the independent cities
which are already there, but not enemy cities which are created on turn 1.
What I really meant was therefore to change see-always so that it works
like already-seen (no updates) but for all units, also those created later
in the game.

As you suggest, just getting rid of see-always is a possible option. Then
the standard game would be more like Civ where you discover cities as you
run into them. Which makes sense. You could still allow for visible cities
on known maps such as the Europe or World map by setting the already-seen
flag in those games.
