Detonating units


While doing further testing on this new game, I have run across a major
shortcoming in the AI: it has no understanding of detonating weapons. 
It demonstrated this when it built a huge minefield right underneath one
of its own bases, thereby allowing me to blow it up with a single shot
from an ordinary tank!  And, of course, all of the plains and forest
surrounding the base were vaporized and turned to desert in the
explosion.

I suppose that I should have forbidden mines to occupy anything, and I
realize that the AI had no clue what those mines would do, but what
would make the AI build a unit if it thought the unit to have no value? 
And has there been any discussion about how to make the AI understand
detonating units?
