This is from 'Godzilla'.  Does this mean there's a 10% chance per turn of
one burning building (BB) detonating,
or that every burning building has a 10% chance each turn of detonating.

Each building each turn.  In general, tables apply to each unit
independently of how many other units exist.

The online docs aren't clear.

An improvement opportunity... :-)
