I dont know about 8.3.4, but I am using 8.3.2 (the latest binaries
available for PPC) without problems, so I doubt the tcl version is to
blame. You can always use the special 8.0.4 sources (tweaked for Cygwin)
that are included in the /tcl and /tk directories on the xconq CVS site.
They are guaranteed to work with xconq.
