In the russian revolution game, production still is broken.
Seems like almost ever turn, some city will go into rapid-fire production,
producing zillions of units per turn. This is city-based--after cranking
out 3 infantrys, the city can be used to make a pair of fleets. I belive it
only strikes one city per turn. And I think only human-controlled cities.
This bug is a terrible pity, it ruins what would otherwise be one of the
best scenarios.
