Civ II emulation checked in


Over the Thanksgiving holiday, I decided to try reviving an old
project that Hans had started, namely to build a game module emulating
the PC game Civilization.  Since I only have Civ II, I've been working
with that.  So far I've taken Hans' original module, added things that
were added in Civ II, and gotten it to a very minimal working state.
In keeping with tradition :-), I've checked this into the library as
civ2.g, although it's not added to the official game directory.

There are also a number of changes to the kernel necessary to support
this.  I've added attack/defense strength properties, a global to
specify the "combat model", an obsoleting advance, side research, and
random river generation.  Next up are some tinkering with the city
production process, implementation of the Civ combat model, random
generation for special resource terrain, city/advance dialogs for
tcl/tk, and graphics (there are huge libraries of Civ images on the
net that we could be using, plus FreeCiv image sets also).
