Your concerns are valid. Will have to think about this later. Should
resolve foraging after supply is completed? After all, units won't know
if they need to forage until after supplies have been distributed.
As for a WWII scenario, why can't e.g. Germans on a rampage in Ukraine
capture the Ukrainian villages and then use them as sources of supply?
Once the tide turns, the Soviets recapture them and they revert to their
original role as Soviet supply sources.
