defense of places by occupants...

hello,
just played a standard game...

noticed the following thing, the best strategy to protect places was to put
the defensors outside of the place! They were less protected (means more got
killed) but at least the place wasn't taken.

On another case i had a base with 12 (!) armors in it, and it got taken by 1
adverse armor + a bomber.... even if i assume that every shot hit, the two
havn't enough ammo to achieve this... and where was the defense from the
occupants??

is there a way to change this? It seemed to me that in the definition of the
standard game, there was a defense ratio added by occupants?

version is 7.1.92 on linux...
BTW is there somewhere a description on how to use the task system for cities
and units?

ciao
