For future kernels that include https://lkml.org/lkml/2012/3/5/124,
we should disable the runtime's STAP_PR13193_OVERRIDE logic and
permit qkprobe-optimization again.

I believe we'd be stuck with heuristics; probably 
#if LINUX_VERSION_CODE > KERNEL_VERSION(3,4,0)
for upstream, and something else for RHEL6 
(https://bugzilla.redhat.com/show_bug.cgi?id=726270 for those
in the know.)
