I haven't checked whether Python's built-in SGML module will parse the
document type (I don't think it does), but you definitely need the full thing
- the LSB proposal suggests separate catalogs for separate DTD's, and you need
the full FPI of the DTD in order to find the correct catalog (because there
would be different catalogs for DocBook 3.0, 3.1 and 4.0, for example).
