It looks like you haven't got all the catalog stuff setup - you are not to 
blame because the installation procedure of SGMLtools-Lite is lacking. The 
idea is that all the SGML packages that SGMLtools-Lite needs and which have 
catalogs, have their catalogs in the environment variable SGML_CATALOG_FILES. 
SGMLtools-Lite has a "gensgmlenv" script, which assumes that you collect 
symlinks to these catalog files in /etc/sgml/catalog.d. As an example, my box 
makes the variable:

/usr/local/share/sgml/stylesheets/docbook/catalog:/usr/local/share/sgml/entitie
s/iso-entities-8879.1986/iso-entities.cat:/usr/local/share/sgml/dtd/jade/dsssl.
cat:/usr/local/share/sgml/stylesheets/sgmltools/sgmltools.cat:/usr/local/share/
sgml/dtd/sgmltools/catalog:/usr/local/share/sgml/dtd/docbook/3.1/docbook.cat:/u
sr/local/share/sgml/dtd/docbook/3.0/docbook.cat

Which comprises more-or-less the minimum amount of catalog information you 
should have in there. We're working on some agreements in the context of 
FHS/LSB to make this standardized across Linux machines, sorry for the 
inconvenience at the moment.
