Debian package of sgml-tools 1.0.9 does
mv debian/tmp/usr/lib/sgml-tools/{linuxdoc-sgml,qwertz,null}.sty \
debian/tmp/usr/share/texmf/tex/latex/misc
so, if your system has $SOMEWHERE/texmf/tex/latex/misc, then try there.
