Remove __ASSUME_TRUNCATE64_SYSCALL for ARM


Now that libc no longer defines or tests __ASSUME_TRUNCATE64_SYSCALL I've 
applied this patch to remove the definition for ARM.  hppa, m68k and tile 
should similarly have this macro removed.
