Remove __ASSUME_NEW_GETRLIMIT_SYSCALL for ARM

- Subject: Remove __ASSUME_NEW_GETRLIMIT_SYSCALL for ARM
I've applied this patch to remove the __ASSUME_NEW_GETRLIMIT_SYSCALL
definition for ARM, now that macro is no longer used. Tile and m68k
should similarly have their definitions of it removed.
