The ports add-on is an archive which you unpack into the glibc directory.

Available here as glibc-ports*.tar.gz:
http://ftp.gnu.org/gnu/glibc/

You only need to configure glibc, it will automatically configure the
ports add-on.

The ports add-on should be in a directory called "ports".

e.g.

glibc
 |-> ports
