mips moved to ports

I've removed the mips code from the trunk and put it into the ports
repository.  As the main person who sends correct patches for mips, I
consider Daniel to be in charge of it for libc.  I've put him in the ACL
for cvs commits there.  Daniel, if there are other folks with sourceware
accounts who you think should have access, let me know.

You'll also notice I've reassigned the outstanding mips bugzilla reports I
could find.  Please expect that only you and other volunteers for mips will
be looking at such reports ever again, and not me.  For the 2.3 branch,
mips of course remains, and if 2.3 merges are appropriate for mips-specific
fixes and you have a 2.3-branch patch tested and ready to commit, then
reassign that bug to me with the patch attached and/or emailed to me.

I did a little surgery by hand for moving some of the bits, so please test
that things still work as they should.
