[Bug localedata/14641] LC_NAME: deprecate locale category

Is the discussion now about deprecating the name_fmt keyword only or the whole
LC_NAME category?

In any case, if we deprecate name_fmt then the whole LC_NAME becomes useless
for certain locales, for example fi_FI:

LC_NAME
name_fmt    "<U0025><U0064><U0025><U0074><U0025><U0067><U0025><U0074>/
<U0025><U006D><U0025><U0074><U0025><U0066>"
% Finnish equivalents for Mr/Mrs/Miss/Ms are herra/rouva/rouva/neiti
% but they are practically never used, thus we don't define them here.
