add a new gconv module for ARIB-STD-B24
This patch adds a new gconv module for ARIB-STD-B24,
a character encoding that is used in Japanese digital tv.
It is base on ISO-2022 and defined in ARIB STD-B24.

The module discards all the control sequences except new lines,
though the spec defines many for subtitle use.
