In English:

1) In Polish, an abbreviation of a single word ends with a consonant. The

Dots are important everywhere when an abbreviation doesn't contain the last 
letter of an abbreviated word.

ortography.

To summarize:
16 I 2007 - correct, but archaic
16.01.2007 - correct
16 st. 2007 - correct, but never used
16 sty 2007 - incorrect
2007-01-16 - (ISO 8601) semicorrect, unfortunately rather discouraged, allowed 
when required by data processing systems
