I think you should put this into Bugzilla, so it doesn't get lost or
forgotten:

Though, locale support in GNU libc allows for only one set of names
(i.e. you cannot have a set of names for each declination), so I
understand the choice that was made in current Russian locales.
FWIW, it's probably the case of what's more annoying: having
nominative where genitive should be, or vice versa? Of course, the
issue is what is more common as well, and I have considered using
genetive for Serbian locales as well, but decided not to mostly for
traditional, and less for practical reasons).
