I don't know what "this" is.  Patches go to libc-alpha, and I'm not aware 
of any ARM patches pending review on libc-alpha.  Benchmark results would 
be desirable on a range of modern ARM processors (ask Linaro people for 
help benchmarking if necessary); testing should be done for both 
endiannesses (userspace QEMU can be used to run string/ tests for 
big-endian).

Note that a copyright assignment is needed for any substantial changes 
(and people may not want to look at patches until it's in place, in case 
the assignment never arrives and they want to do work in the same area in 
future and avoid questions of it possibly being based on the unassigned 
work).  So it's best to get the assignment in place and confirmed accepted 
by the FSF before posting a patch to libc-alpha.
