I have no possibility to check it and have to believe what I see.
Currently it's in favor of of adding the bit.  Also, I think to
remember that the signal wasn't automatically masked in early Unix
versions.  I.e., it would have been necessary to set the bit.  I might
be wrong but somebody will have to proof it.
