The 4th code point in that translation for "October" is U+06CC ARABIC LETTER FARSI YEH.
It cannot be converted to ISO-8859-6, therefore the build of the
ar_IQ.ISO-8859-6 locale fails:

I think that is a bug in CLDR and reported
